Who is the best communicator English?

There are three English language learners. Which of these would you say is better? a) has a good grammar and vocabulary, but has a tone of voice very similar to Borat. b) speaks impeccable English accent-less (RP), with good vocabulary and grammar perfect, but is unable to understand any accent that is beyond this. A northern accent and an Australian accent who quit puzzled as to what the person was trying to express. c) can communicate with the general good, but not very academic. He has learned most of her English films from Hollywood. Who is the best communicator English?

A). B must learn to deal with varied pronunciation. After all, this is a characteristic of all languages. C must decide whether learning British English or U.S. English.
